Abstract
The assessment of managers by their subordinates is an important element of modern managerial culture. Currently, this evaluation tool is still not applied in the performance appraisal system of civil servants in Bulgaria. However, on a voluntary basis it can find practical implementation in the activities of individual administrations. It can be applied through an anonymous survey, which covers several groups of competencies: what are these competencies and why they should be assessed by subordinates are the subject of analysis in this article.
