Challenges for Public Administration in Digital Turbulence – Between Digital Democracy and Digital Authorization

Abstract

The digital transformation of public governance towards digital democracy goes first and foremost through the ongoing modernization of public administration and the construction of cross-border digital networks, the provision of more e-public services, the digitalization of public policies, and the stimulation of civic activism. On the other hand, the danger of transforming the world into a kind of "digital panopticon" where governments monitor and manipulate their citizens has evolved into the concept of so-called "digital authoritarianism". How open, transparent, accountable, and active will government be in the future? Will authoritarian governments use digital technologies to control and shape behavior patterns through repression, manipulation, censorship, and political control? These are just some of the problematic issues that are the focus of this report.
