The negative main trends in the demographic processes in the Republic of Bulgaria over the last decade pose serious challenges to the future functioning of public finances. At the same time, in terms of healthcare expenditures, which is one of the most diversified sectors over the years, and in the current health crisis is emerging as a leader, Bulgaria ranks 24th in the EU in terms of share of GDP in 2018. The need to use the priority approach to solving health problems is primarily due to the limited health resources and strives to make their most rational use. For these reasons, the aim of this study is to present the needs for the use of health priorities, the problems in their definition and to formulate recommendations for optimal use of effective interventions for competent and effective choice of priorities in health policy and practice.
