The Strategic Management of Higher Education After the Changes in the Legislation From February 2020

From the perspective of strategic management, the article examines the changes in the Higher Education Act of February 2020. Some dangerous trends for the strategic management of higher education are highlighted. Leading challenges are outlined. The development of interactions is an established starting point for analysis. The need of interactions between stakeholder networks to build networking strategies is argued. It is emphasized that the decisions and actions as a result of the strategic management of higher education in Bulgaria may be inadequate and unprepared for the future, extremely limited, implemented in the conditions of real loss of time, resources and potential. The strategies continue to support the direction of “top-down”, inefficiently coordinated with the networks stakeholders (as far as they exist) and in the absence of comprehensive network strategies documents.
